Every project rolls into one of these buckets. Operational is already running. In-flight (under construction · permitted · announced · proposed) is the demand pipeline against the grid. Canceled / denied / withdrawn is the community-fight ledger — every megawatt that didn't happen.

Every project bucketed by the party of the state's currently sitting governor. Reflects 2025 results: NJ (Sherrill) and VA (Spanberger) flipped to D in November, both sworn in January 2026. Data centers do not respect party lines — the buildout pressure shows up in both columns.
